信息与通信技术是当代发展最快的高科技领域之一，也是支撑电信业的基本技术形态。中国网络通信集团公司力主技术创新，力促运营企业转型，努力为电信业技术创新做出更大贡献。借中国网通成为创新型企业试点的契机，努力走自主创新之路，为在技术创新上取得更大突破，由中国网络通信集团公司主管、主办，中国网通集团研究院承办的中英文《信息通信技术》科技双月刊于2007年12月创刊。

　　《信息通信技术》将积极宣传贯彻落实科学发展观，反映国内外信息通信技术最新研究成果，提供信息通信技术交流平台，推广先进信息通信业务和应用，为我国建设信息社会和创新型国家服务。本刊发行面向国内外信息通信技术管理机构、运营服务企业、制造企业、大专院校以及科研院所的学者、专家、教授、管理者；亦面向信息通信技术领域高新技术企业的一线工程、技术和管理人员。

　　《信息通信技术》由中国网络通信集团公司总工程师滕勇出任主编；中国网通下一代互联网宽带业务应用国家工程实验室首席科学家高文教授出任编委会主任；在中国网通技术委员会、研究院技术委员会基础上，增加了包括中国网络通信集团公司张春江总经理在内的信息与通信技术行业知名的领导专家、学者组成了编委会。

　　在中国网络通信集团公司各级领导的关怀、指导下，编辑部将积极开拓稿源，及时刊登有探索性、导向性、创造性、反映信息与通信技术最新成果的文章。杂志栏目设置包括信息通信技术、系统、业务、解决方案、应用和综述等。编辑部将不辜负领导的厚望，视杂志质量为生命，不断进取，加强期刊创新型通信信息技术的含量，努力提升期刊整体技术水平的国际影响力和知名度及办刊水准。我们将《信息通信技术》办成为国内外行业知名的科技期刊，为信息通信技术的创新发展和中国的信息化进程作出贡献。我们诚挚地希望您能从我们的刊物中得到启发和帮助的同时，对我们的刊物提出宝贵意见；并真诚的期待您的工作和研究作为成果在我们的杂志上发表。

“Information and Communications Technologies”
of China Netcom Group

　　Information and Communications Technologies (ICTs) is one of the fastest high-tech development fields, and also a basic technology form to support the telecom industry. China Netcom Group intends to contribute more to technology innovation in telecom industry by propelling technology innovation and speeding up the transformation of telecom operators. With the opportunity of being a unique experimental unit and the road to self-innovation, China Netcom Group (CNC) starts the journal publication of the “Information and Communications Technologies” from Dec. 2007 by a bilingual (English and Chinese) and bimonthly technology based, which will be creating and publishing by China Netcom Group Labs.

　　“Information and Communications Technologies” intends to actively promote and implement the concept of scientific development, report the latest ICT research achievements worldwide, provide a platform for ICT communication, popularize the advanced ICT service and application, and make contributions to the information society and the innovative country. The readers of this journal will be engineers, developers, experts, scientists, and managements, etc in ICT industries such as government managements, operators, manufacturers, universities and research institutes, etc. The employee in high-tech industry of the ICT field will be the popular readers of this journal either.

　　Mr.Teng Yong, CTO of CNC Group is nominated as Chief Editor of the journal. Prof. Wen Gao, is appointed as Director of the editorial board, who is also the Chief Scientist of China Netcom Group Broadband Service Applications Limited Corporation for National Engineering Laboratory. The editorial board is selectively constituted based on the Technical Committees of CNC group and CNC Group Labs, and with addition of Mr. Zhang Chunjiang, General Manager of CNC Group, and other well-known leader experts and researchers in ICT industry.

　　With the support and guidance from CNC Group managements, the editorial department will expend its paper sources as much as possible, and report to its readers with the newest ICT achievements by features of innovation, orientation and creativity. This journal includes but not limited to ICT technologies, system, service, solution, application and survey, etc. The editorial department will have leaders’ wishes come true, treat the quality of the journal as our life, continuously endeavor to improve the journal technical and operation level, and try to build its social reputation and global recognition by enhancing technical value-added, innovative ICT content.
